Indices can be powerful tools for international monitoring and advocacy, and if used in international rankings, can help foster a sense of healthy competition among countries. With this in mind, IFPRI's Global Hunger Index (GHI) was designed to help mobilize political will and promote good policies by ranking countries and illustrating trends. It captures three dimensions of hunger: insufficient availability of food, shortfalls in the nutritional status of children, and child mortality, which is to a large extent attributable to undernutrition. As the Doha negotiations are at a dead end, this paper takes a step back to address the future direction of WTO disciplines in agriculture. It puts members’ negotiating positions and the draft modalities with their ever growing list of exceptions aside to focus on three fundamental questions. First, which agricultural policy instruments should be permitted or prohibited by WTO disciplines so as to best account for the manifold effects of agriculture on societies’ welfare? Second, how should inefficient agricultural policies be treated as long as their removal is politically infeasible? A Case Study of Regulation in Zambia’s Cotton Sector. AgEcon

Cotton is an unquestioned success of Zambia’s turn towards a market economy. After privatization in late 1994, seed cotton production rose from 32,000 metric tons (mt) to about 180,000 mt a decade later (three-year averages centered on 1994 and 2005). The number of farmers involved in the sector grew similarly, yields trended upwards (though slowly), and the country dramatically improved the quality of its lint, becoming the outstanding performer in Sub-Saharan Africa in this regard by the mid-2000s. Yet the sector has experienced two serious crashes since reform, both involving rampant credit default by farmers supported with seasonal input credit by ginning companies.

The underlying components of protection motivation theory (PMT; Rogers 1983) are explored through choice experiment-based analysis within a random utility framework, to account for some of the motivational, cognitive, and affective processes that likely affect celiacs’ propensity to use a novel health-risk reducing product. Those four groups of variables that are aimed to capture threat appraisal and coping appraisal processes as part of the standard PMT (Rogers 1975, 1983; Floyd et al. 2000) are found to contribute significantly to explaining the adaptive response of celiacs. Comparative analysis of food demand expansion of a cash program, as compared to the food stamp program, is important for measuring trade-offs between goals of raising farm income and increasing food expenditures of the poor. A theoretical basis for assessing food demand impacts under each program is presented. Two effects are analyzed: 1) The effect on food demand of the individual household and 2) The effect of food demand at the aggregate level. The social safety nets in Mexico and the United States rely heavily on food assistance programs to ensure food security and access to safe and nutritious foods. To achieve these general goals, both countries' programs are exclusively paid for out of internal funds and both target low-income households and/or individuals. Despite those similarities, economic, cultural, and demographic differences between the countries lead to differences in their abilities to ensure food security and access to safe and nutritious foods. Food security—consistent access to enough food for an active, healthy life—is essential for health and good nutrition. The extent to which a nation’s population achieves food security is an indication of its material and social well-being. Differences in the prevalence of household level food insecurity between Canada and the United States are described at the national level and for selected economic and demographic subpopulations. A Dietary Assessment of the U.S. Food Supply: Comparing Per Capita Food Consumption with Food Guide Pyramid Serving Recommendations AgEcon

Most American diets do not meet Federal Food Guide Pyramid dietary recommendations. On average, people consume too many servings of added fats and sugars and too few servings of fruits, vegetables, dairy products, lean meats, and foods made from whole grains compared with a reference set of Food Guide Pyramid serving recommendations appropriate to the age and gender composition of the U.S. population. In addition, while the healthfulness of diets has improved over time, the pace of improvement has been uneven. A Discriminant Analysis of Factors Associated with The Adoption Of Certified Organic Farming By Smallholder Farmers in Kwazulu-Natal, South Africa AgEcon

Discriminant analysis was used to identify the characteristics that distinguish between fully-certified organic, partially-certified organic and non-organic farmers in Umbumbulu district, KwaZulu-Natal (KZN), South Africa (SA) during October- November 2004. 200 farmers interviewed were drawn by purposively selecting the 151 members of the Ezemvelo Farmers’ Organisation (EFO), and by random sampling 49 non-organic farmers in wards neighbouring EFO. Results from the two estimated discriminant functions suggested that farmers with higher household sizes, incomes, input costs per hectare and number of chickens owned, locations further from innovators and less risk aversion were more likely to be certified as organic. To improve the livelihood of the poor in Sub-Saharan Africa (SSA) much attention has been paid to the development of new agricultural technologies. We hypothesize that farmers can also improve their livelihood through cooperation. Partial cooperation, in which knowledge is shared or bargaining power improved, is relatively common in SSA, while cooperation where all resources are fully shared, which we address, has rarely been investigated. A gender performance indicator for irrigation: Concepts, tools and applications AgEcon

Although gender issues are today a priority on the agendas of irrigation policy makers, interventionists, farm leaders and researchers, there is still a considerable gap between positive intentions and concrete action. An important but hitherto ignored reason for this is the lack of adequate generic concepts and tools that are policy-relevant and can accommodate the vast variation in irrigation contexts worldwide. The Gender Performance Indicator for Irrigation (GPII) aims to fill this gap.
